Main advisor and founding director of HEAS is Willem Brinckman, who started his career in 1972 in Africa and at the moment lives and works in Vietnam as from early 2005.
In China in 2004 he received the ‘National Friendship Award’, the highest award for foreigners. And in 2005 he was awarded ‘Guest Professor’ at Nanjing Agricultural University.
In Vietnam he worked (2005-2007) in two Netherlands funded Higher Education projects:
Introducing Profession Oriented Higher Education at eight key universities and assisting the Ministry of Education to introduce profession oriented higher education on system level
Development of Quality Assurance in five key universities and assisting the Ministry of education in the field of quality assurance and accreditation
Both had the Ministry of education and Training and a number of universities as partner.
As Chief Technical Advisor he was responsible for the first crucial two years of both projects that were paid from Netherlands funding (USD 6 million).
From September 2006 to March 2007 the following World Bank funded project was implemented:
External evaluation of twelve key universities.
This was the first external evaluation of universities in Vietnam and the project not only dealt with the evaluations itself, but Netherlands accreditation experts trained all 35 Vietnamese experts at the start of the project and after the evaluation was carried out.
